XXV. International Convention (Accounts 500, 510 and 550)


With due respect to the location and duration of the International Convention, the Governor-elect and Secretary-Treasurer-designate, shall receive an amount to be budgeted annually toward the expense of attendance at the International Convention,
excluding those expenses reimbursable by Optimist International. To qualify  for this amount, each must attend and be registered at the full convention and show evidence thereof when submitting his expense voucher. With due respect to the location and duration of the International Convention and available funds, the Secretary-Treasurer and each Lieutenant Governor-elect who attends the full International Convention, shall receive an amount to be budgeted annually per attendee for the purpose of the financial assistance to the Secretary-Treasurer and those Lieutenant Governors-Elect who attend and are registered for the full convention.


XXVI. Hospitality Room at International Convention (Account 560)


The district administration may maintain a district headquarters or hospitality room at the International Convention, the expense of which shall be budgeted and chargeable to account 560 of the Standard District Chart of Accounts.


XXVII. District Directory

The district administration may publish, at the earliest possible date after the beginning of the administrative year, a district directory. The directory shall contain names, addresses and telephone numbers of all district officer, district committee chairmen, club presidents and secretary-treasurers, club meeting days and locations, past governors, and International officers. When feasible and practical, the directory shall also include all district policies and the dates and locations of all district meetings and conferences of the administrative year. Distribution shall be to those enumerated herein.


XXVIII. District Dues

Each club in the district shall pay annual dues to the district for each club member registered with the Optimist International office in an amount approved by the Board of Directors of Optimist International, not to exceed the amount approved by the
District and in accordance with Bylaws thereof. The district by resolution adopted by a two-thirds majority vote of the accredited delegates at the annual convention, may petition the Board of Directors of Optimist International for adjustment of the annual dues. The District shall invoice the Clubs semiannually for one-half of the annual dues per member as reflected on the Optimist International club membership roster as of 1 October and 1 April: dues are payable upon receipt of invoice. Annual dues payable by a newly affiliated club shall commence on the first day of the third month following that in which the club is officially organized, such payments to be based on the number of members enrolled in the International Office on that date. (Optimist International Bylaws Article XI, sections 2& 3)

Any club more than 60 days in arrears for any indebtedness to Optimist International or the district shall be considered not to be in good standing and may have its charter revoked by action of the International Board of Directors. The Board of Directors may restore such a club to good standing upon payment of its indebtedness.


XXIX. Finance Committee-Budget (Rotating Committee per Optimist Bylaws, Article XI, Section 2 & Section 3A

The finance Committee, in consultation with the incoming Governor and district Secretary-Treasurer, shall prepare the proposed annual budget for submission to the incoming executive Committee for recommendation, and to the incoming Board for approval at the first meeting of the administrative year. All budgets shall employ the Standard District Chart of Accounts, account members, definitions and required supplements established by the Optimist International. (Optimist International Bylaws, Article XI, Section 5)


The finance committee shall exercise advisory supervision over all financial transactions, arrange for such financial reports as my be required by the district Board of Directors and Optimist International, arrange for an annual audit by a certified Public Accountant as of 30 September or as soon as possible after 30 September but not later than 30 November, and supervise the orderly transfer, before or at the first meeting of the Board of Directors, of all district records and funds from each administration to its successor. (Optimist International Bylaws, Article XI, Section 6; Article XVI, Section 3A)

The finance committee shall consider all proposed budgeted revisions and proposals for expenditures not previously budgeted or approved, and shall make recommendations thereof to the Executive Committee and/or Board of Directors. The Finance committee shall also arrange for quarterly, annual and such other financial reports as may be required by the board of Directors from time to time. (Optimist International Bylaws, Article XVI, Section 3A)

Financial Committee Recommendations

1. Reserve Money

A. Finance Committee charged with duty of making sound recommendations to the Executive Board and NTX Governor concerning excess reserve monies.

B. Reserve money defined as all monies forward to incoming administration on 1 October.

C. Excess reserve money defined as any monies exceeding $5,000.00 in reserve fund forwarded on 1 October.

2. Current Reserve Money to be used for the benefit of all NTX members.

A. The cost of Board Meetings and Conferences shall be evaluated each Quarter and the registration reduced if possible. The excess money may be used to offset a portion of the meal costs.

B. Each Oratorical and CCDHH contest finalist will be issued 2 meal tickets at no charge for their personal guests to attend the banquet (at District Finals)

C. The district bulletin shall be printed and mailed to members of the Board of Directors and District Chairs every other month beginning in November of each Optimist year. Mailing shall be made on or before the 10th day of the bulletin month.
